On July 3, local time, the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce amended the Export Administration Regulations (EAR) and announced the removal of eight entities from the "Unverified List (UVL)," including six from China, one from the United Arab Emirates, and one from Russia.
The six Chinese entities removed from the "Unverified List" are:
● Fulian Precision Electronics (Tianjin) Co., Ltd. (Industrial Fulian's subsidiary)
● Nanning Fulian Fu Gui Precision Industrial Co., Ltd. (Industrial Fulian's subsidiary)
● Guangzhou Trusme Electronics Technology Co., Ltd.
● Guangzhou Xinyun Intelligent Technology Co., Ltd.
● Shenzhen Jia Li Chuang Tech Development Co., Ltd.
● Xi'an Yierda Co., Ltd.
It is worth noting that Guangzhou Trusme Electronics Technology Co., Ltd. was first added to the "Unverified List" on March 23, 2023. Subsequently, on December 19, 2023, BIS announced the addition of 13 Chinese entities to the "Unverified List," including the remaining five companies mentioned above.
The "Unverified List" is a list established by BIS to restrict exports to certain entities. Unlike the "Entity List," the "Unverified List" is more of a transitional "observation list" and "suspect list," meaning that the U.S. suspects that the end use of export-controlled goods by related entities may harm U.S. national interests, but the U.S. does not have substantial evidence. Therefore, it is included in the "Unverified List." Its primary purpose is to force related entities to cooperate with BIS inspections and does not completely deprive them of trading opportunities within the United States. However, companies listed on the "Unverified List" will experience disruptions in their supply chain stability. At the same time, U.S. exporters will be more cautious about their business relationships with these companies, and may even choose to refuse to cooperate with Chinese companies listed on the "Unverified List" to reduce potential risks.
This time, the removal of six Chinese entities, including two subsidiaries of Industrial Fulian, Guangzhou Trusme Electronics, and Jia Li Chuang, from the "Unverified List" means that their subsequent operations will no longer be negatively affected by the list. However, the remaining eight Chinese entities that were added to the "Unverified List" on December 19, 2023, are still on the list.
At that time, a spokesperson for China's Ministry of Commerce stated: "China has noted the relevant situation. The U.S. actions disregard the facts of cooperation between the two sides, harm the foundation of cooperation, hinder enterprises from engaging in normal economic and trade activities, disrupt market rules and international economic and trade order. China firmly opposes this, and the U.S. should immediately stop its unreasonable suppression of Chinese enterprises. China will firmly safeguard the legitimate rights and interests of Chinese enterprises."
