Russian electronics manufacturers are urging the government to ease the scoring system requirements, which mandate that, from 2024 onwards, only printed circuit boards manufactured by Russian companies can recognized as domestic products.
The scoring system is stipulated by Government Decree No. 719 and the electronic products were included in this document in September 2021. It requires that a company's products must obtain a certain score to be recognized as domestic products. Moreover, to encourage companies to localize more deeply, the "passing score" will continue to rise over time.
On September 4th, the Russian Ministry of Digital Development held a meeting with electronics manufacturers and component developers to discuss relevant issues of the current scoring system.
The Ministry of Industry and Trade pointed out that in order to meet the feasibility requirements of the scoring system, they are in talks with computer equipment manufacturers.
Relevant work will be carried out, including cooperation with PCB manufacturers.
Sources reveal, that major companies such as Yadro and Aquarius are concerned that they will need to use Russian printed circuit boards instead of Chinese ones starting from 2024, with Russian companies in short supply on the market, which will cause enterprises to lose competitiveness in procurement.
Vladimir Semenov, the General Manager of the Printed Circuit Board Manufacturers Association in Russia, emphasized that circuit board manufacturers can only meet the needs of the civil sector by no more than 10% at present, and to develop new printed circuit board products and ensure sufficient production capacity, a superior investment environment is needed, but it cannot be achieved at present."
Yadro, GS Group, and Beshtau Electronics have already planned to independently produce circuit boards, but it will take several years for them to start production.
Beshtau Electronics plans to launch "phase one printed circuit board production" in the spring of 2024; GS Group also plans to launch a PCB production project.
